VMware retired the VCP6.5-DCV and its exam 2V0-621 because a more recent version of vSphere (version 7) was released, and both the 2V0-621 and VCP6.5-DCV relate only to version 6.5.

Not only did VMware retire both VCP6.5-DCV and 2V0-621, but they changed all their certifications. VMware certs expire after two years and the name of the certification reflects what year it was earned in.
